Reading the table
Ideal means the hour falls inside 09:00–18:00 on a weekday for both cities. Workable means at least one side is outside core hours but still within 08:00–20:00. Avoid means someone is being asked to take a call in the middle of the night — for recurring meetings, that cost compounds.
When there is no overlap at all
Some pairs genuinely have zero working-hour overlap: the classic case is East Asia against the Americas, where the gap is 12–16 hours. Do not solve it by rotating the pain every week. The alternatives that actually work for these pairs are a written async update, a recorded video handoff, or splitting the team into two pods that each own a region.
